How do I apply for an arrest warrant?
You must first see an officer to make a complaint. After a complaint is filed, you can come to Police Headquarters to see a Detective. A statement will be taken by the Detective and an arrest warrant will be applied for based upon the facts. If an arrest warrant cannot be applied for, the Detective will explain the reasons.
How and when can I get my fingerprints taken?
Fingerprints are taken by the Crime Lab personnel. Fingerprints are done for all Waterbury residents and for Board of Education Employees. Everyone wanting fingerprints taken must have a valid picture ID showing that they are a Waterbury resident. Hours for Fingerprints: Tuesdays 8:30AM through 11:30AM and 1:30PM through 3:30PM, Thursdays 8:30AM till 11:30AM. Due to the Crime Lab personnel being busy, fingerprints may not be done at regularly scheduled hours. It is best to call prior to coming in to make sure that fingerprints are being done. How do I apply for a bad check warrant?
You must first send a registered letter to the issuer requesting payment be made within an eight (8) day period.
You can only ask for the amount of the check (no bank fees or return fees)
Put the name of the bank the check was drawn on and the check number.
Put the type of identification the check issuer submitted to you, whether it be a driver's license or a person known to you.
State in the letter that if payment isn't made within eight (8) days, an arrest warrant will issued for their arrest.
Make a copy of the letter for your records.
Mail the letter to the address on the check via certified mail, return receipt (or the exact address if known).
Keep return receipt for your records.
After eight (8) days, bring your records to the Police Station and we will start the warrant process
**IMPORTANT**: If you accept payment from the individual, it must be in the form of a certified bank check or money order.
If you accept any money other than in this form and it is not the entire amount, the case is no longer a criminal matter and becomes a civil matter. The Police Department will be unable to continue with the warrant process.

What is a polygraph examination?
The term "polygraph" literally means "many writings". The name refers to the manner in which selected physiological activities are simultaneously recorded. Polygraph examiners may use conventional instruments, sometimes referred to as analog instruments, or computerized polygraph instruments.
How does a polygraph work?
It is important to understand what a polygraph examination entails. A polygraph instrument will collect physiological data from at least three systems in the human body. Convoluted rubber tubes that are placed over the examinee's chest and abdominal area will record respiratory activity. Two small metal plates, attached to the fingers, will record sweat gland activity, and a blood pressure cuff, or similar device will record cardiovascular activity.
How long does a polygraph examination take?
Polygraph examinations usually take about an hour. There is a set of questions prepared by the examiner that are asked during the polygraph. Dependent on the reading from your answers, the examiner makes a determination of your truthfulness.
What do I do if I find more items missing after the officers leave?
There is no need to have an officer come back to the location to take more information. If more items are found missing, make a list of the items, their values, a description of the items that include any serial numbers, make, model and any distinguishing facts about the terms. Bring the list to the Detective Division and a Detective will add these items to the original case.
When does the department fingerprint at burglaries?
Each burglary case is treated on an individual basis. Based upon the items taken, value of the items and possible prints at the scene, the Forensic Unit and Detectives can determine if fingerprints are warranted.
What should I do if my child has runaway or is missing?
The Juvenile Division should be contacted immediately at (203) 574-695. Should the Juvenile Division be closed at the time you wish to report your child as missing or as a runaway, you should call the routine number to the police department (203) 574-6911. As much information as possible regarding the child should be relayed to the Police such as ; Physical description, age, height , weight, clothing description, time and location that the Juvenile was last seen also the play habits and names and addresses of the Juveniles closest friends.
Is there a specific waiting period regarding reporting a child as missing or as a runaway?
There is no required waiting period to report a child missing, it should be reported as soon as possible.
How old must a child be before he can be arrested?
A child can be arrested once he reaches the age of 7 years old. This is called the age of reason, which is the age that the child should know the difference between right and wrong.
At what age is a child no longer considered a juvenile?
In the State of Connecticut, a child is no longer considered a juvenile when he reaches the age of 16 years old. At 16 years old the child is considered an adult and any arrests are handled as an adult.

What is the Waterbury ParkCard?
The Waterbury ParkCard is a re-programmable card that provides a convenient and cashless way to pay for parking at the electronic meters operated by the City of Waterbury. The card can be carried in your wallet or purse or stored in your vehicle, eliminating the need to carry change for the meters.
How does the ParkCard work?
- Insert the ParkCard into the meter with the chip side up.
- The meter will flash the value of the card four times before it begins deducting.
- On the fifth flash, the meter will begin deducting value from the card in decrements of 25 cents.
- When you reach the desired amount, or the maximum time limit allowed at the meter, quickly remove the card.
Where can I purchase a new ParkCard?

Can I purchase more than one ParkCard?
Yes. There is no limit to the number of ParkCards that you can purchase, but there is a non-refundable $5 fee for each new card.
What is the cost for metered parking?
The cost for parking at meters in the City of Waterbury varies by location. The hourly rate for parking, as well as the maximum time allowed at each meter, is indicated on a plate visible inside each meter.
Can I use the ParkCard with coins at a meter?

Can I get a refund if I put too much time on the meter with the ParkCard?
Yes, the ParkCard can be used in combination with American nickels, dimes and quarters. Foreign currency is not accepted.
What if my ParkCard is lost, stolen or damaged?
Unfortunately, a lost or stolen ParkCard cannot be replaced because the City of Waterbury has no way of knowing the value left on the ParkCard, or whether it is being used by someone else. The ParkCard is like cash and should be treated that way. It does not guarantee you a parking space, nor does it allow you to park longer than the maximum time allowed at a meter. Your ParkCard is very durable and can withstand considerable heat, cold and moisture. Since normal usage should not affect your ParkCard. No refunds will be issued if it becomes damaged and unusable.
Can I add value to an existing ParkCard?
Yes, you can get a refund for the unused time on the meter. After two (2) minutes passes on the meter, time can be retrieved in 30 minute increments credited to your ParkCard. To obtain the refund, simply re-insert your card into the meter. The cash value on the card will immediately flash four (4) times and a flat line will appear. The Fifth (5) flash activates the refund option (an "REF" will appear on the screen) and will indicate the new value on the card, (the old value plus the refunded meter value). Again, immediately remove the card after the fifth flash. If left in the meter, the ParkCard will either begin to detract time again or cause a meter error. Needless to say, you cannot get a refund on your ParkCard from a meter that had time placed on it by another ParkCard.
Will my ParkCard expire after a certain amount of time?
No. Because you can re-use the ParkCard as many times as you like, you can use it as long as there is parking value on the card. Your parking habits will determine how frequently you use your ParkCard and how long you possess one.

Am I able to park at a broken or defective meter?
Yes, you may park at a broken meter. Beware, if the meter is repaired while your vehicle is parked at a broken meter, the parking division will activate the meter to the maximum time limit.
